			<content:encoded><![CDATA[<p>AT&#038;T told investors at a UBS conference in New York that it plans to upgrade it&#8217;s network, but at the same time will be putting a tighter leash on those who are using up more than 40% of the network bandwidth.  To me this is a stupid idea, most consumers use iPhones because they&#8217;re easy to use and allows them to use it for internet, email and MAYBE phone usage&#8230; to tell them they can&#8217;t is like telling a Blackberry user that they have to limit their emails.  You decide.</p>
